Treat regulatory deadlines as time-bound sales triggers. Identify the buyer segment affected by the rule, map the deadline to concrete implementation work, and sell backward from procurement and testing lead times. Position your product around inspection readiness, evidence collection, and ongoing monitoring rather than generic compliance.

Which deadlines create the strongest buying motions?

Enforcement dates and supervisory-reporting milestones create stronger urgency than entry-into-force dates. DORA became fully applicable on 17 January 2025, requiring financial entities to meet ICT-risk management, incident reporting, resilience testing, and third-party-risk obligations. A regtech should have sold implementation, evidence collection, and testing workflows months before that date.

National competent authorities had to submit DORA information registers to the European Supervisory Authorities by 30 April 2025. This supervisory deadline indicates that regulated firms needed structured inventories of ICT third-party arrangements before or around that point. Use this type of milestone to target firms still managing vendor data in spreadsheets.

The MiCA transitional period ended on 1 July 2026 for many crypto-asset service providers. Providers operating under qualifying national regimes generally had to obtain authorization or stop providing services. This supports a highly focused campaign: licensing workflow, policy management, AML controls, and evidence packs for crypto firms.

The EU AML package was scheduled for full application on 10 July 2026, covering AMLD6 and the directly applicable AML Regulation. Convert that date into specific buying motions for customer due diligence, transaction monitoring, sanctions screening, suspicious-activity reporting, and audit trails.

How do you convert an enforcement date into a campaign?

Start with the subset of buyers who must act. Most EU AI Act rules began applying and enforcement started on 2 August 2026. The European Commission identifies this as the main enforcement milestone for general-purpose AI, prohibited practices, transparency rules, and AI literacy. Separate campaigns for banks, insurers, employers, software providers, and other buyers work better than treating AI compliance as one market.

Enforcement powers of the AI Office and national authorities started to apply from 2 August 2026. Position your product around inspection readiness, documentation, incident handling, and defensible evidence.

Certain providers of pre-existing AI systems must meet Article 50(2) marking and detection obligations by 2 December 2026. This applies particularly to providers whose systems generate synthetic audio, images, video, or text and were placed on the market before 2 August 2026. Create a dated campaign for content provenance, watermarking or metadata controls, disclosure workflows, and compliance testing.

What about deadlines that already passed?

Use them in expansion campaigns. Prohibitions on certain AI practices and the AI-literacy obligation began applying on 2 February 2025. Ask existing customers whether they can demonstrate prohibited-practice screening and staff AI-literacy measures, then sell gap assessment and continuous attestation.

Our catalyst monitor logged 1,052 buying signals from 14 September to 14 October 2026, including 66 go-to-market job posts and 28 headcount swings (our data, October 2026). Of 92 signals that scored as a strong fit, 48 were go-to-market hires, clustering in vertical SaaS, corporate spend, and B2B product tools. Hiring signals often indicate that a firm is building capability ahead of a regulatory phase-in or a client requirement. Use these signals to reach buyers before they post an RFP.

How far in advance should you start selling?

Sell well before the formal deadline when regulated-product manufacturers are the buyer. The EU AI Act's extended transition for high-risk AI systems embedded in regulated products is scheduled to end on 2 August 2028. Regulated-product manufacturers typically require long validation and procurement cycles. Sell inventory, risk classification, governance, and technical documentation 18 to 24 months before the deadline.

The extended transition for certain standalone high-risk AI use cases was revised to 2 December 2027 under the 2026 AI Omnibus changes. Verify the final legal text before using postponed deadlines in contracts or advertising. Frame postponed deadlines as a planning window by offering readiness assessments, implementation road maps, and deadline-backward project plans.

How do you structure a deadline campaign?

Build the campaign around implementation work. Here is a five-step procedure:

  1. Identify the affected buyer segment. Specify the legal entity type, jurisdiction, activity, and system classification (for example, EU-based credit institutions using high-risk AI for creditworthiness assessment).
  2. Map the deadline to concrete deliverables. List the evidence, process changes, technical controls, and documentation the buyer must produce.
  3. Calculate backward from procurement and testing lead times. Add the buyer's typical procurement cycle (30 to 120 days), implementation (60 to 180 days), and internal testing (30 to 90 days).
  4. Determine the last responsible moment to start. This is your campaign start date.
  5. Write outreach that names the deliverable and the backward timeline. Example: "Article 50(2) marking obligations take effect 2 December 2026. If your procurement cycle is 90 days and testing takes 60 days, you need a watermarking solution selected by early July."

Use the Outbound service at $5K per month plus a fee per meeting held to run these dated campaigns with precise targeting.

What mistakes should you avoid?

Do not use fear-based messaging. Buyers know the deadline exists. They need a clear path to compliance.

Do not treat all deadlines equally. Enforcement milestones and supervisory-reporting dates create stronger urgency than entry-into-force dates or general application dates.

Do not run a single compliance campaign across multiple buyer types. Banks, insurers, crypto firms, AI providers, and employers face different obligations, different timelines, and different procurement processes. Segment by buyer type and obligation.

Do not ignore postponed deadlines. A revised deadline is a planning window. Sell readiness work that positions the buyer to meet the new date without last-minute scrambling.

Deadline-campaign checklist

  • Identify the specific buyer segment affected by the rule (entity type, jurisdiction, activity).
  • List the evidence, controls, and documentation the buyer must produce.
  • Add the buyer's typical procurement, implementation, and testing lead times.
  • Calculate the last responsible moment to start, then start your campaign at least 30 days earlier.
  • Write outreach that names the deliverable, the deadline, and the backward timeline.
  • For extended deadlines (2027, 2028), position readiness work as a competitive advantage.
  • Use hiring signals and headcount changes to identify firms building compliance capability ahead of the deadline.
