A fintech buys new compliance software when a dated event forces it: a licence deadline, a rule that moves losses onto the firm, an enforcement order against its partner bank, a launch in a new market, or customer growth that outruns manual review. Each event gives the compliance lead a date by which a working control must exist.
Which regulatory deadlines create buying windows?
A deadline creates a window that opens months before the date and closes once the firm has a control in place. These four dated rules opened windows for fintechs in Europe and the UK, and the last one is still ahead:
| Trigger | Date | Who it hits | What they buy |
|---|---|---|---|
| MiCA transitional period ends | 1 July 2026 | Crypto firms serving EU clients | Onboarding and KYC to move existing clients to an authorised entity |
| EU crypto travel rule applies | 30 December 2024 | Crypto-asset service providers in the EU | Transfer data exchange and screening |
| UK APP fraud reimbursement starts | 7 October 2024 | UK payment firms on Faster Payments | Fraud detection on outbound and inbound payments |
| EU AML single rulebook applies | Expected by mid-2027 | Banks, payment and e-money firms, crypto firms in the EU | Customer due diligence, monitoring, policy updates |
The MiCA date held. ESMA said on 17 April 2026 that the transitional period would expire across the EU on 1 July 2026, that unauthorised firms must have run their wind-down plans by then, and that authorised firms should onboard existing EU clients before that date in line with AML rules (ESMA, 17 April 2026).
The EU rulebook is the next wave. The European Commission expects the full set of AML rules to apply by mid-2027, and the travel rule for crypto transfers has applied since 30 December 2024 (European Commission, April 2024). The new EU authority, AMLA, says it will select 40 obliged entities for direct supervision during 2027 and start that supervision in 2028 (AMLA FAQs). Pitch now to cross-border payment and crypto firms that expect to be on that list, before the 2027 selection.
Why does moving liability onto the firm trigger a purchase?
It puts the loss in the firm's own accounts. Since 7 October 2024, UK payment firms must reimburse victims of authorised push payment scams up to £85,000 per claim. The Payment Systems Regulator says that limit fully covers 99.8% of Faster Payments APP scams by volume and 90% by value (PSR, 2 October 2024). Sending and receiving firms split the cost 50:50 (PSR).
The receiving side matters for sellers. The firm whose account received the scam money pays half of each claim, so fraud vendors gain a second buyer for every scam payment: the e-money firm or neobank whose accounts collect the money. Pitch them inbound monitoring and mule account detection, with the reimbursement cost as the business case.
Does an enforcement order against a partner bank count?
Yes, and it reaches every fintech that bank serves. On 14 June 2024 the Federal Reserve issued an enforcement action against Evolve Bank & Trust. It found that the bank had not kept an effective framework for its fintech partnerships and had not kept AML controls sufficient to comply with the law. The order requires the bank to strengthen oversight and monitoring of its fintech relationships (Federal Reserve, 14 June 2024).
When a sponsor bank gets an order like this, it passes new demands down to the fintechs on its licence. Each fintech must answer by the bank's deadline. Track enforcement actions against banks that sponsor fintech programs, then list the fintechs each bank serves.
Which company events show a buyer is getting ready?
Four company events show a buyer is getting ready: a new licence or registration, a new country launch, a funding round, and a compliance hire such as a new MLRO or Head of Financial Crime. A new compliance leader answers for the controls they inherit, so ask them on the first call which vendors they plan to review. A new country brings new rules and often a new local partner bank.
Most raw signals are noise. Our catalyst monitor logged 6,069 buying signals between 26 July and 7 October 2026, including 180 go-to-market job posts, 79 hiring surges and 34 fundraise headlines. Of the 6,069, 5,857 (96.5%) were too imprecise to email about (our data, October 2026; signals from X posts, TVL moves, job boards and news). That monitor tracks sales hiring, and the same filter applies to compliance job posts.
Company matching causes the next failure. A hiring signal for "Ramp" (ramp.com) matched a different company called Ramp Network in our data, and an "Aura" signal (aura.com) matched AuraSOS (our data, October 2026). In fintech, many firms share short names. Take the top exact-name match across all company sizes first, then apply your size filter. We explain the full method in which buying signals predict a B2B purchase.
How soon should you reach out after a trigger?
Work backwards from the buyer's deadline. Use this calculation:
- Write down the buyer's date: the regulatory deadline, the partner bank's response date, or the market launch.
- Subtract the time your last three customers took for vendor review, from first security questionnaire to signed contract.
- Subtract your own implementation time, from contract to live control.
- The result is the last date a first meeting can still lead to a live control before the deadline.
After that date, a new platform cannot go live in time. Pitch remediation support, or an add-on to the tool the buyer already runs.
Which triggers should a regtech team track first?
Rank triggers by how sure the date is and how directly the firm pays. Use this order:
- Liability shift with a fixed start date. The firm pays from day one, as with UK APP reimbursement.
- Licence or transitional deadline. The firm loses the right to operate if it misses the date, as with MiCA.
- Order against a partner bank. The firm gets a deadline from its bank.
- New compliance leader or new market. Timing is softer, so confirm the need on a call.
- Funding round alone. Treat it as a reason to research the firm, and wait for a second signal before you write.
